How do I get the necessary license to open a retail business in San Diego?

I need a business license for the local and the state government?
Do I need workers comp insurance even if I just have 1 Part-time employee?
Is there anything else I need to obtain?

You need to go to the city in which you plan to operate and apply for a business license. File your DBA. Go to the state board of equalization and fill out their tax forms so you can buy wholesale and collect the sales tax. Sometimes they charge a deposit depending on the sales volume you project. Yes, you need workers comp and other insurance (liability, fire and theft, for example)
